Cloud Server in Romania 2026 – Complete Guide for SMEs
What a cloud server is, how it compares with a VPS and a dedicated server, and what to check before choosing a provider. A guide for small businesses in Romania.

What a cloud server is and why it matters for your business in 2026
“Cloud server” is a loosely used term. At the big providers (AWS, Azure, Google Cloud) it means pay-as-you-go virtual machines on very large infrastructures. At local providers, it most often means a VPS: a virtual machine with reserved processor, memory and disk, which you pay for monthly.
For a small business, the practical question is not the product name. What matters is which resources you get, where the data is stored, who takes care of updates and backups and how much it costs you each month.
How a cloud server works: a simple explanation for business owners
A powerful physical server is divided into several virtual servers. Each has its own operating system, its own IP address and resources that are not taken by its neighbours. The technology that does this is called virtualisation. The most widely used one on Linux is KVM.
You will find the official definition of the “infrastructure as a service” (IaaS) model in NIST SP 800-145. In practice, you get root access, choose the operating system and install what you need.
Some platforms automatically move the virtual machine to another physical server if one fails. Not all providers do this. Ask explicitly what happens in the event of a hardware failure and how long it takes for the server to come back.
How much a cloud server costs in Romania in 2026
Prices differ a lot between providers, so do not rely on averages from articles. Compare offers directly, on the same resources: number of vCPUs, memory, disk space, included traffic and IPv4 addresses.
- Local providers: a fixed monthly price for reserved resources. Check whether the displayed price includes VAT and what the renewal costs.
- Big platforms (AWS, Azure, Google Cloud): you pay as you go. Besides the virtual machine, traffic, disks, public IPs and backups are charged separately, so the bill varies from one month to the next.
At HostON, VPS servers have fixed monthly prices, shown in euros, with invoicing in lei (RON) at the National Bank of Romania (BNR) exchange rate. You can see them on the VPS servers page. If you only have a presentation site or a blog, a web hosting plan is simpler and cheaper than a whole server.
Cloud server versus dedicated server: what to choose for your company
- Resources: a dedicated server gives you all the hardware. A VPS gives you a reserved part of it, which you can scale up more easily.
- Cost: a VPS starts from small amounts. A dedicated server costs more and only makes sense with large, constant loads.
- Control: both give you root access. And in both cases you are responsible for updates and security, unless the server is managed by the provider.
- Data and GDPR: the GDPR does not require data to be kept in Romania. It requires a legal basis, security measures and clear rules for transfers outside the European Economic Area (Regulation (EU) 2016/679). A provider in the EU simplifies the transfer part.
For most small businesses, a VPS is enough. HostON does not offer dedicated servers. If you need more, you choose a larger VPS plan.

Frequently asked questions
It is a virtual machine that runs on a physical server, with reserved processor, memory and disk. You get root access and install what you need. Some platforms automatically move the machine to another server in case of failure, others do not, so it is worth asking the provider.
It depends on the resources and the provider. With local providers you usually pay a fixed monthly price. With the big platforms you pay as you go, and traffic, disks and IPs are charged separately. HostON VPS prices are on the VPS servers page.
For most small businesses, a VPS is enough and can be scaled up easily. A dedicated server makes sense with large, constant loads. HostON offers VPS, not dedicated servers.
Yes, if the server is maintained: up-to-date updates, strong passwords, a firewall and backups kept separately. On an unmanaged VPS, you do these things yourself. The GDPR does not require data to be kept in Romania, but it does require security measures and rules for transfers outside the EEA.
Usually not at the start. A WordPress site or a small shop runs well on web hosting or on a WordPress/eCommerce plan with cPanel. Move to a VPS when you need special software, root access or resources that hosting no longer covers.
